Balancer broken

1.One side of window balancer is broken, should I buy for both side?
2. Can I buy just the broken parts or I need to replace the whole set?

It is typically recommended to replace them at the same time, especially given the damage to the balance in the photo. The older balance could cause the new balance to ware out faster than it should.

Since the string from the balance is no longer attached to it, that indicates that your balance is beyond repair. Therefore, you will need to repair the entire assembly.

To recommend the correct replacement balances for your window, I'll need to see the bottom attachment as well. Your photos only show the stamp, the balance channel, and the top attachment (which is referred to as a top guide).

Thanks for the photos. These will need to be custom/special order balances. So, to confirm pricing and availability, I'll need to see a photo of the side of the bottom shoe as well as a clearer photo of the hook attached to the shoe. 

Custom orders are non-refundable and non-returnable. So it is important to confirm which clip/hook is attached to the balance and the particular shape of the shoe to ensure we are providing the correct replacements.

I'll also need to know the exact number of balances you intend to purchase to confirm pricing and availability. There is an order minimum of (2) balances per custom balance.

Once I have this information, I'll be able to get a link sent over so that you can review the pricing and purchase your balances.

Thanks for confirming! I've just forwarded a link with a quote for the (2) requested balances. You'll be able to use this link to review the quote and place the order from your online cart.

Also, you should be aware the length of these balances will be 24-5/8". Therefore, I would recommend double checking the length of the channel prior to placing the order. If your balances are truly 24-1/2", these balances will not work in place of your existing hardware.
