Balancers for windows

Question

I have a few windows that are labeled as 2900 Milestone Performance.  They are double glazed, double hung, foam filled windows and the balancer on one has broken so it will not stay up. The one labeled "12" is from a broken window and the one labeled "13" is from a good window. I assume the 12 and 13 are pounds of force for the spring but am tring to find appropriate replacement parts and info in how to replace. Any help would be greatly appreciated.
