Sliding sleeve that has a pin that fits into window has deteriorated, rusted and broke so that no pin exists to hold the window and thus not able to advance open or close.

Your photos show a few different kinds of assemblies, but based on your description it sounds like you need a new hinge. With that in mind, I recommend our 36-048. This design is a little different compared to your original, but as long as you replace the top and bottom at the same time then you should be good to go.
