Bedroom vinyl window

This is a part of the weatherstrip that is located at the bottom of the window that I believe is causing my window to leak.

This seal is similar to our 58-053, but with one key difference: the kerf on ours is ribbed, while yours isn't. That is problematic, and a little confusing, as I don't know how yours is meant to install. Is that something you can clarify for me? If I have a better idea of how this installs, it may help me verify whether the 58-053 will work or not.
