With the cost difference between the brown and the white track is the brown 'heavy(er) duty'?

The white and brown steel tracks use the same thickness of metal. The difference is the fittings they use, which is the important thing to match when choosing a new track. The cost of the two different fittings and the different availability of the two parts accounts for the cost difference.
