The length of just the metal is 47", the width is 1/2" or 5/8", the only numbers stamped on the balance is 461000A#..
What part # do I need for this window?
I also have other windows that need new balances (same type of windows in entire house). Is there a way to determine what part numbers I need without removing them? Can I measure the window and be able to determine which balances I need?

I'm afraid your balance's top fitting is too damaged to identify. In order to help, I will need to see an undamaged version removed from the window. The stamp along the metal channel is also a bit weird. In order to determine the proper spring strength option for your replacements, we will need you to remove the window sash and weigh it.
You can't determine what balances you need from measuring the window, no. If the windows are the same brand, odds are they use the same configuration as what you show here but you could always check to confirm.
