I have a broken Brandman 700 Water room 150 window balance
I am being told it is obsolete.
Specifications are
Tube length 340 mm Spring length is 300mm.
From top of spring to bottom of foot is 400mm
Tube width is 12mm. Weight of window is 1.9 Kgs
Width of foot is 12mm. Windows is upper and lower windows. The other spring balances are OK.

Thanks for reaching out! Your shoe appears to be a friction shoe. So I am not entirely sure that we will be able to recommend a replacement. However, we'd be happy to try to a closer look.
We'll need to see a clearer photo of the top and bottom ends of the balance itself, with the shoe removed, assuming the shoe can be removed.
