Broken Tilt latches causing lower window pane to fall over?

Question

The label on the window says mastic windows 2222/2230/2232 hung pl# 466-003.
It seems that the top part of the lower pane is disconnected from the window sill and that pane keeps falling over, and it seems to be because of broken tilt latches.
