Broken lock help!

A home owner from Faribault MN says:
The lock handle on the left snapped off and the one on the right doesn't do anything. Are these replaceable? If so, what do I need and how is it done?

I already replaced two full windows at $2000 due to the same issue and don't want to do it again.

These should just screw into the window. I believe the screws can only be accessed from the outside.
