Broken spiral balances

Spiral balances in my windows are in rather bad shape from a lack of proper maintenance over the years and one of them snapped. After watching a few of your videos, I am certain I can replace the balances. Could you help me make sure I order the correct ones?

They are in a plastic tube that changes the length and I am not sure which measurement to order.

Tip - red
The length of the plastic tube is 33 7/8
The length of the metal coil inside is 33 3/8
The diameter of the tube is 9/16 so I guess 5/8 should be good based on your video

Could you also help me select the tool to assist with installation and removal?

Based on the photos and information you've provided, take a look at the S600-34 spiral balance for tilt windows. You will also need a red-tip strength option.
