The compatible spring in the 91-003M Spring with Metal Retainer.

Those measure up to what I have. Now I only need to replace the one that snap, however the hole to pop them out is on the bottom so I should not have to pull the frame apart. Am I understand that right?

You'll likely still need to take the frame apart to install the hardware. I would suggest taking a look at the video tutorials we have tagged below for an idea on how to repair your storm window.
