Broken white tube in window

not sure what its called, most of my windows have these and i think this is what makes it stay open and not close when you open the window

This part is called a spiral balance; yours in particular is a spiral balance for a tilt window. These are pretty easy to identify. You only have two choices: either our Series 900, which has a 3/8" diameter outer tube, or the Series 600, which has a 9/16" diameter outer tube. You'll have to measure the diameter of your tube to confirm which one is better.

Tom's out this afternoon, but I can help clarify things here. Your windows have tilt latches on the top corners of the sash, so I am confident that they do in fact tilt. To remove your spiral balances to see what kind you have (see Tom's post above), view the video below.

hahaha I just checked and you are absolutely right they do tilt, just never did it in the 12yrs we are in this house lol

I figured out they are white, 34in 3/8, now is there 2 per window and is it safe to assume that all my windows will have the same size, or should i check every single one?

While if the windows are all the same size, it's very likely to me you're dealing with the S900-34 3/8" Spiral Balances in all these windows, in general I think it's best to check to be safe. You'll also want to make sure you choose the right color tip option, which designates the balance's strength. If there is none or you are unsure, obtain the exact weight of the window sash. You can then match that exact weight with one of the weight ranges listed alongside each color tip option.
