I can't determine if it is a 5/16 or an 11/32 spline and the marking inside the TRUTH handle is a 3

Hello,
Your operator reminds me of the 39-312 at first glance. Take a look and compare the specifications below to yours, including the style of the fittings that connect to the sash. Unforutnately, we can't confirm the spline size you need based on a photo but I can tell you that the 39-312 spline measures 11/32" in diameter to accommodate the 39-114L handle. Take a look and see if this might work for your repair.
