COLD AIR ENTERING HOME

A quick learner from PRESCOTT, AZ says:
NEED TO REPLACE SEVERAL TOP TIP LATCHES ( LOOK LIKE 26-078 & 26-079 ) as 3 broke & expect more might ( windows installed 2002 ) during major wind storm 14 hours now , we had a window fall open. Even on a couple of the windows with good latch, we are getting cold air coming through on the right side (from inside room) even if I push the window it still has a sizeable amount of air. are the seal strips than can be replaced?? If so do I need to send photos & dimensions
