Can the 26-275 be used as a window vent stop for extra security on a double hung window?

It cannot, I'm afraid. The 26-275 is designed to be used for horizontal sliding windows. You should consider our 26-387 instead. I think this would be a better option for you. We also have a handy video on how to install them.
