Can I replace my spiral balance without removing the sash?

I have a 28 inch tilt window spiral tube balance....four need to be replaced...when I try to get the window out and twist it doesn't come.

It looks like a horizontal shaft going thru bottom of window with ends seated into female shaft mechanism below where balance slides in....there is "play" between window and sash but those ends seem well seated.

I took off the balances by unscrewing top and then just pulling out bottom with needle nose (little unwinding kick to it).

My question is it looks like I can put the bottom of new balance back in wo even taking out window. Should I and if not how do get that window out is the that bottom shaft usual?

Installed spiral balance and pivot lock shoe.

I'm not sure what the problem could be. There doesn't seem to be anything obstructing the pivot bar. Did you make sure to raise the window up a few inches before trying to remove the sash?

Thanks for your response. I thought the email was for the balances I bought from you and not an email response so I didnt open it. Basically the window did come out with more effort. I have since tried to put in the balance and their are issues that I put in another email today under my name. It puzzles me and I am not proud of that, thanks again for your timely response.
