Can the 82-310 key be removed while locked and unlocked?

A contractor from Monaca PA says:

I need a lock cylinder for Legance 3 patio door DDSG Tri-K-36. I have a question about the one your company sells. I purchased a lock cylinder locally but the key can only be removed in one position. I need the key the be removed in 2 positions ( locked and unlocked ). Will your lock cylinder 82-310 do this ?

Bob from SWISCO responded:

Thanks for contacting SWISCO. The 82-310 is certainly meant to be removed while both locked and unlocked. In fact, most key cylinders are. Sometimes, if a key cylinder becomes out of skew during installation it prevents it from working properly. This is possibly what happened to your original part.
