Can you help identify this?

A handy person from Iowa says:
This is a foam filled bulb type weatherstrip from vinyl replacement windows purchased from Lowes in the fall of 1998.
The bulb is about 5/16"
The part with the barbs that attaches to the window is somewhat deteriorated but there is 7/16" remaining.
From the top of the bulb to the lowest barb is 3/16" and the barbs are 1/16" apart.
The flap off of the back of the bulb is 1/8".
Over all from the bottom of the bulb to the top of part with the barbs is about 11/16"
