A contractor from San Francisco says:
It is a sash lock for a vinyl casement window. It has a claw like piece that lifts a lock bar to secure the window when the handle is in the down position.(The screw holes are 3 3/4" inches apart and screw the piece of hardware from the exterior side if the window frame.)

This lock looks like it could be an older version of our 38-096 or 38-096, depending on the size of the fork. Review the dimensions we show for each part to determine the better match.
