Can you remove the cam from the pivot shoe

Question

The pivot bar on my window was badly rusted and when I tried to remove the sash the bar broke leaving a rusty end stuck in the pivot shoe. What I want to know is can the colored rotating part of the shoe be removed from the white sliding part. This might make it easier do pry or drill out the rusty piece of pivot bar.

First, I would try a little WD-40. If that doesn't work, then I think you should consider replacing the pivot shoe entirely. Anything else will likely damage it.
