Can't close my window!

I am having some difficulty with my window. Specifically, I can?t close it using the crank. In other words, when I turn the crank, the window does not move. Consequently, I have to close it manually. The hardware on the window appears to be very old and/or broken.

If possible, I?d like to replace the hardware without having to replace the entire window, which would very expensive. I am told that the window is a Truth Casement Window.
