Thanks for writing in! The black piece you are searching for is the track slider for your hinge. Unfortunately, this piece is not sold separately from the hinge, so you'll need to replace the entire assembly.
I'm happy to recommend a replacement, I'll just need to see a photo of a complete hinge and I'll need to know the measurement for the length of the track installed to the window sill.

These can be used to replace the top and bottom hinges for left and right handed applications. It would be advised to replace both top and bottom hinges to ensure the hinges will match one another.
