This is broken and cannot open or close. This is the only picture I have. Can it be identified?

Thanks for your post! This window operator reminds me of the 39-388 Split-Arm Operator. The arm is attached to the sash using a bracket like the 39-546 Truth Snap-Stud Bracket.
