I am trying to find parts for a customer of mine. The one photo shows top mechanism . I will also need bottom balance lock

Hello,

It sounds like you're looking for a new coil balance assembly. We should be able to help but we'll need to see the coils and pivot shoe, along with the width and thickness, removed from the window. We'll relate some videos to assist you with this process. Thank you!

The previous owner left these . I am assuming this is what needs to be ordered but does not look like anything in pervious pictures I sent

Your photo looks like our 15-192 pivot shoe that is used with the Series 170 and Series 171 coil springs. Unfortunately, I can't confirm if this is the hardware that is in the window currently. The only way to know for sure would be to remove the pivot shoe and coils.
