This looks like a 15-192 Certainteed Pivot Shoe, which uses Series 170 and Series 171 Coil Balances. See the first video below. The pivot bar might be an older version of the 26-175. See the second video below. For the tilt latches, please give the hole spacing, or distance between the center of each mounting hole. A view of the actual tooth of the latch would also be nice.
