Channel Balance Purchase

Question

I need to purchase a replacement channel balance for a Milgard window. It's a 24" long 1/2" channel, and pictures of the ends are attached. Stamped on the channel is "23 9 KR Caldwell". I have determined that I need the S380-24. According to my scale, the sash weight is 28 lbs. Is that close enough, or do I need to special order? Stamped on the original channel is "23". Does that mean that it's been under-sized from the beginning?
