Channel balance top guide question

Hi,

My channel balance top guide is very similar to the 19-002, and the horizontal piece had broken off (see pic). I was wondering if it serves any purpose and whether I need to replace it.

That broken tab doesn't hold any significance in the operation of the window balance. You can use the balance without it.
