Channel balancer and bottom of window stop

I have never seen this type of channel Nancee before. Balancer is disconnected I believe. I'm trying to repair and am a loss

This type of balance will have to be specially made. Before we can get started, however, we will need more information. If you can, please unscrew the buttom sah plate so that you can get to the bottom balance bracket. It should look something like our 17-083. I will also need you to give me the length of the outer plastic tube and the number printed on it. Finally, how many did you need altogether?
