I need help identifying Traco roller tilt constant force balances for this window. Both top & bottom.

Your photos show the 15-087 coil spring housing with pivot, and above it is the 15-086 tandem coil spring housing. The coil springs inside are Series 180 coils. For a 21.1 pound sash, the coil springs would be S180-5 and S180-6. You can confirm this by seeing what the spring weight numbers stamped on the old coil springs are.
