Cold time of year to have a window fall out; searching for possible repair parts

The wind blew robustly causing the window to fall out the wall. Somehow the locks were both open & this piece was broken. The windows are 19 years old when installed as new construction.
I'm pretty sure that I cold called on Swisco some 20 years ago to inquire about your heattreating needs.
