The gears are work and it starts to "skip" when the window is almost closed. Have to pull it shut manually to lock it.

This looks like either the 39-253LB or the 39-348B. The difference between these two operators is explained in the video below. In either case, for a new cover and handle you could use the 39-375 or the 39-451, depending on the style you prefer.
