Have casement that opens out and up with arms swinging out on L and R sides

Thanks for posting. It sounds like you might need a new casement window operator, or perhaps also the hinges on the top and bottom of the window. We likely can help with both, but I'll need photos of the hardware, either removed from the window or at least with the window open for a clear view. We'll do our best to help from there.
