Crank window truth/ weather shield?

Question

Windows are from 1988. Most of my windows will not open and I'm hoping if I can replace the parts that will fix the issue.
part numbers I found on crank handle:its says weather shield on front I believe

Part numbers found on the metal arm things:
Name on it is Truth
bottom arm has number 30744
top arm number is 30905
