I have attached pictures of a balance with a unbroken top, the bottom 'wings' have broken off - the wings were the same size as the top wings...

We can definitely supply this balance, though it has a unique combination of nylon fittings so it will have to be a custom order. Before I recommend anything, I'd like you to give me the depth of the bottom shoe. I'd also like you to confirm that it had wings. Looking at your photo, I don't see the tell-tale damage that comes from wings that have broken-off.
Assuming they did, then you have a 19-039 top fitting and either a 15-005 or 15-004 bottom fitting. Once you've confirmed which one it is, I'll email you an order link and price quote for the requested quantities.

The depth is slightly less than 1in maybe 15/16th's and you are correct the bottom does not have wings! I was presuming they had been broken off butt none of the other balance rods have the wings on the bottom.
