Here is 2 pictures of the window balance i need to replace in my windows. These are from 1999 MW Twinseal Double Hung vinyl. The lenght i need is 29" and 18". 3/8" diameter

Thank you! This doesn't appear to be a custom order. If this is a tilt window, I would recommend the 3/8" Series 900 spiral balance. We can help with the pivot shoe but we would need you to remove an undamaged version including the written-out thickness and width.
Our department doesn't process orders but you're more than welcome to place an order on our website at your convenience. However, I would need to see an undamaged pivot shoe removed from the window along with the written-out thickness and width in order to identify it.
