What is the 75-016 used for, and how?

Great question! Our 75-016 tool is used for rolling screen mesh spline, or the old style drop in glass spline, into the screen frames. One wheel is convex to press the screen wire into the frame while the other wheel is concave to roll screen spline into the frame.
