Damaged window bottom pivot

A friend of mine asked me to look at the window after her son moved out to attend college. Upon investigation it appears (my thoughts) the window was removed for cleaning an then placed back in improperly and forced closed resulting in damaged to bottom of window frame and Pivot Bar completely missing. Not sure if replacing pivot bar will work? also the counter balance spring has tension in both upward and downward motion by hand No sure if this too would need replacement. Hoping you can help!

Thanks for reaching out to us. It appears you have a tilt window. With that in mind, I recommend either the 3/8" Series 900 or 5/8" Series 600 depending on the diameter of the outer tube. You can reuse the pivot shoe if it's still in good shape. 

As for the missing pivot bar, is there an identical window in the house? If so, we can use that as a reference.
