Del Mar Toronto Arm replacement

A home owner from Allentown, NJ says:
The arm with wire (just added today so we can open and close the window at night) is broken. It seems that the bolt that connected to the window rusted and broke. It's strange but I can not get the bolt out of the arm to try and replace with a new one, even though it broke off.

Is there a replacement for this since this is an older style window?

I am not sure what the experts need as far as measurements go, so kindly let me know if I can add any other important measurements.
