Diameter of the axel

Question

I see that the 32-039 roller has an axil but is one of the sides (axil) insert into a hole then expand to secure the roller? If so what is the diameter of the receiving hole. Thanks

The inside diameter is 3/16" and the outside diameter is 5/16". Take a look at the following pictures to be clear on what exactly is being measured.
