Difficultly opening and shutting window.

I've lubricated the tack and the part of the window that pivots, but the window still exhibits a great deal of tension when opening and closing the window. Is the part I need the one in the picture I submitted? And if so, can you direct me to the replacement part I'll need?

This looks like the coil balance assembly possibly used with the 15-192 Pivot Shoe, though you should remove your old shoe to confirm this. See the video below for details on this system.
