Hey there. 23C is not a part number. It just tells us the balance's strength. Balances are identified by the end attachments. It appears you might have the S351-24 or S390-24 Channel Balance, depending on the shoe depth. See below. For a stamp option choose 2330.

I'm afraid you cannot, no. If the spring is too strong, then you will have a much harder time closing the window. In some cases it will even open up on its own.

The upward force provided by the spring needs to be the same as the downward force provided by gravity. That's why they're called balances, coincidentally. Think of it like Goldilock's porridge: it can't be too light or too heavy.
