looking for this handle.. or parts.  when turning the handle it does not hook to frame plate.

This lock design is very similar to our 38-142. I think this may be the part you want, but make sure to check the design of the locking tab on the back side before you buy anything. I can't see what yours looks like in this photo so I can't really say for sure if ours is a match, only that it's close.
