Double Hung Windows do not close

I have Thermo-Tite Double Hung Window.
The size is: 30"5/8 * 36"3/4
I can't close the window because something block the track.

This looks like a vent lock, specifically our 26-362. Look it over and let me know if you agree.

You should be able to use a putty knife to pop the old one out. You should note, however, that some vent locks can't be removed without breaking them. That's just how they're designed for some reason.
