Double hung vinyl window won't open all the way

I tried opening my window and it was stuck. I pushed a little and heard a snap and now it won't open all the way. When I tilt the window out this is what I see. Can I replace this part and if so what is it?

Thanks for posting. Take a look at our S140-7 Coil Balance; I believe your old coil balance system is an older version of this. Just make sure that the width and thickness of the assembly matches your old hardware. Let me know what you find.
