The top window once unlocked and slid down a bit can be flopped forward to clean the outside of this Simonton window.
When my wife did this yesterday as she's done many times before the right u-shaped plastic piece that holds a small metal cylinder that fits over a pin the extends out from the window snapped in half. This combination fits into the frame track so that the window can slide up and down. It's the plastic piece that I need and maybe a spare.

Without pictures I can't say for certain. However, professional intuition leads me to believe that you might be describing our 15-192 Pivot Shoe. Look it over and let me know if you agree. Note that the Simonton version of this shoe uses a slightly different metal cam, so you'll need to swap it out with your old one to ensure compatibility with the metal pin that comes out of the bottom corners of the window sash (the pivot bars).
