Emergency detach for sash device 39-398

Question regarding the sash device 39-398. Once installed is there a quick way to detach the arm so that the window could be used for emergency evacuation? Also, will this device work on Milgard Sash Windows. Please advise

The 39-398 is disconnected using a detach clip like our 39-105. Look at video below, that should help clarify things. It works on the same principle. That said, you may want to contact a fire marshal in your area. I don't believe they would consider it a quick exit in case of a fire.
