EntryGard 2 Arms Independent

I purchased part # 39-031, which looks identical to my window operator. However, when I received the new part, the 2 arms operate in unison, whereas my arms are independent of each other. The small arm must be a security feature to make sure no one removes the window once they unhook the long arm, easily done.

Do you have a similar part that contains independent arm movement? As it stands I cannot install. If not, I will need to return.
