I'm afraid the provided information isn't enough to provide a quote. In order to proceed, we will need clear photos of the balance in question: specifically, I need to see the top end, bottom end, stamp, and the metal clip at the end of the cord.
Please also make sure that the balance is in undamaged condition. That way we can ensure that no important details are missing and we can accurately identify the best part for the job.

Thank you, these photos are very helpful. Unfortunately, it doesn't appear that the metal clip at the end of the cord is visible. While it is a small detail, it is essential and we will need to see that before we can go any further. It's for this reason that we ask to see the balance in undamaged condition; broken balances tend to have missing bits and pieces that make identification difficult.
Please also verify the length of the metal channel. Based on your old stamp it should be 31-5/8" long, not 31-3/4".

I'm sorry to say that that's going to be a major issue at this stage. As mentioned above, that clip is an important detail. There are many different styles and none of them are compatible. The only way to know which is right is to use the original as a reference.
You can't just put anything in this window, either. The new balance has to be an identical match to the original, top to bottom. With such an important detail missing we cannot move forward with a recommendation.
Might you have another window in the house that uses all the same hardware?

Reviewing our correspondence so far, I see that you requested only 1 balance. We can unfortunately only supply these at a 2 piece minimum. I hope that's okay. We always recommend replacing both balances in a sash at the same time anyway. Mixing old and new hardware will lead to the new parts wearing out due to the excess strain.
Another note: your old stamp is 3130, but ours will read 31-3. They're essentially identical, so there's no need for concern, I just don't want you to be surprised when you open the box. For reference, two balances with this stamp can hold sashes weighing 15 through 22 pounds. You may want to double check the sash weight to ensure that's accurate, but it's up to you. Be mindful that custom balances cannot be returned for a refund.
