That's incredibly light for a 26-4 stamp like you had originally. A 26-4 stamp is calibrated to hold 18 through 25 pounds. Can you verify that weight? Have you often found that this particular window is too hard to close? It's honestly a big enough difference that the window would be opening all on its own.

Assuming that 10 pounds, 27 ounces is accurate then what I can do is set you up with a new balance that uses the 2620 stamp option. This holds 9 through 13 pounds, so it should be perfect for that weight. Just note that it's way weaker than your original. 

If your windows have worked perfectly well all these years, then we're looking at a red flag. Be very mindful of this as you move forward with this project, since custom balances are non-refundable.
