He said they allow the window open 4-5 inches then has to be pushed in to allow to rise further.
How quickly can I find and receive 5 sets.

Take a look at our 26-387 vent latch kit. I think this may be something like what you're looking for. We also have a helpful video that will show you how it works and installs. This sash limiting device has been tested and complies with the ASTM F2090-2008 and 2010 code.
